Yes, the Flash costumes kind of sucked but I put that down to budget restrictions in the costume department (we still are very early in season 1) But your right, in a perfect world at least Sheldon (whose costumes would be as accurate as he could make it) and Howard (who said the sewing machine comment) should have come in with completely Over the top Flash costumes. In fact I think this actually would have made Howard's second costume for even funnier since the rest of the guys had these really well done second costumes and he ended up wearing a costume that was made years ago and was obviously Peter Pan.
